The SOLAS Container Weight Verification Requirement

There has been a recent development to International Regulations by the International Maritime Organization which has amended the Safety of Life at Sea Convention (SOLAS) to require that as a condition of loading the shipper must provide the Verified Gross Mass (VGM) for each container. This new requirement will become legally effective on 1st July 2016. We, as a shipping line, are obligated to require that the shipper provides us with VGM prior to loading otherwise, we have no choice but to refuse to load same.
In order to comply with this new requirement we set forth a procedure to become effective for shipments on or after the 1st July 2016.
For each container booked / due to be shipped on a UAL vessel the shipper or a person duly authorized by the shipper (freight forwarder) must provide to us the Verified Gross Mass in writing (email is acceptable, provided same has a signature at the bottom stating the person’s name who is providing the information) no later than ONE day prior to container being delivered at the terminal for shipment.
Any later declarations of the VGM might still be accepted however would be subject to an administrative fee as nominated by the shipping line. If no VGM is provided as required, UAL reserves the right to refuse to load the container, as required by the new SOLAS amendment, and to charge dead freight.
